It's not a plug in, it's either coded or designed that way...and poorly I might add. That is a really bad looking site, why would you want to emulate that? It looks like a 10 year old did it.

 

The websites uses free themes but all of their posts have the link boxes so it must be a plugin. I agree it's not the best looking but you can easily edit that.

 

Why don't you just look at the page source code?

 

I actually did but there's no sign of the plugin name. Seems like the plugin is custom made... One guy probably made all those websites.

I don't think its a plug-in because it's a blogspot blog. It's just a links in a table code in the post itself....
