what over optimization penalty?

    can any one explain to me what is oops or over optimization penalty. How it can harm a website? on what basis this penalty is given to any website.

    but acc to me :

    if u do any thing of a kind spam while building back links , google penalises u in search engine positions..it slow downs the crawling rate of your website and by this u r site will get less indexed pages..

    so build links in a proper way..so dont just spam each and every forum or blog u find

    In my opinion, it's a total myth. I always build backlinks as fast as possible for my sites, and have never recieved any sort of penalty. Look at twitter. They recieved tens of thousands of links and got pr 7 in a very short time, like a month or two, and they weren't penalised.

    I think it is related to the age of your site.I don't think there is over optimization penalty. But, new sites that build links fast will be viewed as spam by search engines. Also you are very likely to be sandboxed.

    Don't create backlinks from bad neighbourhood. What I meant bad neighbourhood is on pages that gives backlink to other thousands of URLS. It is recommended not to have more than 100 total outbound links from any page by google webmaster. So, if a page contains more than 100 links pointing out (for example, having 100+ comments or URLs in the blog post), commenting on this blog post is a bad idea. The value of your backlink from such pages are very low and sometimes can get penalty too.
