I read an article that stated somewhere between 70-80% of SEO relevance came from off site practices. Is that true? I have done very little off-site anything, have few backlinks and still rank fairly high with some specific keywords.

Most definitely the first step is on-site optimisation. Putting a percentage on it is a moot point, however, and will vary from SEO expert to SEO expert. It's axiomatic that you'll need a well optimised website first, and then you can begin by building backlinks -- which is more of a long term thing, and would no doubt surpass the on-site optimisation greatly in terms of percentage. But only if done properly.
IMHO, its very hard to put a percentage on oof-site or on-site factors. I believe both should be balanced to get the highest ranking possible.
Both onpage & offpage optimization have equal importance.Before targeting keywords for off-site, you need to perform keywords research,which is a part of on-site optimization. So, you need to to on-site as well as off-site together in order to achieve higher rankings.
There is no such division in on page and off page tasks. Basically if you have an old domain and your website is highly optimized, then gradually your website rank high on search engines with very less off page SEO efforts.
You see off-page activities like link building are long-term goals. You cant have thousands of backlinks overnight, unless of course you are planning to get a google penalty/ban. So if you compare the time that you spend behind these off-page activities as compared to the on-page activities, its quite huge. Probably that's the reason the article you read advised you about the same.
In terms of quality and importance both on site and off site SEO are vitally important but in terms of quantity off site seo has more work to do then on site. your first step to SEO starts from On site SEO when you do your research on Keywords than after that off site comes in to the role. I would say that both on site and off site are of equal importance. If you get the off site wrong, all of your on site work goes to waste It you get the on site wrong, all of your off site work goes to wase It's best to focus on getting on site and internal linking right, and then begin the offsite work.
if you rank well with your keywords means there probably isn't competition. and it's true. most seo stuff is offsite
