Jumping past the competition on page 2 - 10 is the easy part. Now you have to deal with websites that are specifically targeting your keyword. Try checking where your main competition gets links from. Try to copy some of those links. Then concentrate on getting more quality links with good anchor text on a regular basis.
I'd look for tour companies, caterers, night clubs, restaurants, museums, etc. where you take people in your limos. Contact their owners and ask for a link back to your site. Be sure to tell them that you'll "drive" visitors from out of town their way when you are in the limo. You'll get enough links to be #1 in Google before you know it. Getting links from other webmasters is mostly about marketing. Think about the types of deals you'd do with these same companies if you didn't have a web site, then convert the idea into link building.
Since Chicago limo is a less competitive keyword, there is a huge chance for you to reach the top position. I recommend to get links from high PR sites that are related to your niche. Try to study your competitors and do better than them.
