What network is best for CPM banner ads for cheap

I looking for an advertising network that is great for CPM with banner ads that i can use to reach out to startups, business owners for a cheap rate maybe $0.02 CPM?

Please advice.
I heard of Clicksor but not sure if that is the best for me.
Also i noticed clicksor visitors are from pakistan, india, Qatar, South Korea and Indonesia according to Alexa and that looks fishy.

Please suggest and advice

 

I am using CPMforest and it pays be 10 cents minimum for traffic generated from any country. I am using it because I got rejected from other CPM providing networks.

So as you will provide 2 cents to your downliner, this would be good for you.

you should read other post in PPC, some people support it and they are genuine they say.

 

i once booked clicksor traffic and it was all bad. from 3000 visitors not even one navigated through the site.
