I know the title is redundant and the topic is a bit weird. But I wonder, are there requirement for a place to be a country? Should there be a minimum number of people? Who proclaims or decides that a place is now a country?
First of all a good president and government who would take care of their people are required. This is very important.
There are some very very small countries, even countries that consist of only ne city, so there are no minimum requirements.
The government and the people of that country. If it's weak then it will be either separated to many parts or invaded by other strong countries and it will be deleted from the map.
A country is the government. simple if there is retards or corrupt people in charge the country will be a piece of crap like many countries on earth. Also too many people ruin the place I do not know how the hell India and China can survive with all those people. They could pave roads with peoples skeletons. A country should have a well defined border that is recognized internationally as well as the ability to establish law and order in its area of influence. I think this is the technical aspects of the definition of a country. Other than that, I think the feeling of belonging of the people to the country is very important.

this might sound stupid but i'm really looking for a definitive answer so here it goes... does that mean that for example a city has achieved independence from the whole country (not considering the fact that this is hard to do) and the leader defined the border and wants the city to be a country because they have established law and order, it will be country?
Not actually, other countries need to recognize you and your borders. I doubt a city can achieve independence as the central government will never allow parts of their country to secede from them. If every city does that it will be chaotic.
