how do you judge a quality directory? Is it just PR or anything else you look for? Out of curiousity as webmasters, we know so many things in Internet (like PR etc) but for a common man or people with different backgrounds, what they look for in a directory before they pay to submit?

Rob is right as always a quality directory need money. if you dont have lots of $$ to spend it wont gain PR or revenue to make it good. custom skins dont come cheap either..... Mike
I am definitely not always right, but without question, take into account with what syted posted below... (wise choices are the most rewarding)
good answer I give utmost importance to look (unique templates) than anything else. I also give so much importance to writing titles and descriptions. I would never allow any titles/descriptions that look spammy thereby hurting the editorial integrity of the site.
