    Complex algorithms. It seems like a simple question, but the answer is no so easy. There are hundreds of factors that go into deciding relevance, even when you don't put spam into the equation.

    I mean, what keyword density would indicate that a page is likely to be useful, rather than a list of links to useful resources? How do you weight anchor text, and how important is the date of a document? Those are just a few of the questions, and a search engine that doesn't factor in hundreds of variables isn't going to come close to being able to figure out what a human would find useful.

    Ability to provide relevant results in a reasonable amount of time with the best possible user experience and the best possible user participation.

    Google has 3 out of those 4.

    All the other general requirements like scalability, reliability, etc also apply.

    Without question relevancy is #1. Why else do you search?

    Being able to return relevant results has to be the most difficult part. I've tried many different search engines and I can think of only 2 that consistently return relevant results.

    The way the results are displayed are important too. For example, Yahoo numbers their results which makes it easy to navigate.
