What make a link a link? (and not simply contains..)

OK might seem simply but how does Google determine if a link is a link or 'site contains the term www.website.com'.

There doesn't seem to be any continuity i.e. some pages with the same (parent) website appear to be listed as links, some true links are not listed as such. Some forums links are listed, some not.

    Can you help?

Sorry, ehhh. I don't get what you're asking.
a link is something contained within a <a href=> tag.

If you're talking about what Google shows with a link: search, then they only show a selection of links that they know about.

OK - follow this Google search link http://www.google.co.uk/search?hl=en&q=link%3Awww.hitchams.suffolk.sch.uk&meta=

Google seems to list the pages within the site as links. I would expect to see these listed under the 'site:' query.
I guess that these inflated link results will increase the site SE position? But why does Google list them as links?

And why if I put a link, lets say on this page is it not recognised as a link (although will be found when queried for example
