What language would be best to make a toolbar for IE?

I'm thinking of developing an SEO toolbar for IE or Firefox. What would be the best language to do it in? Are there any source examples out there to give me an idea on how to go about it? and which one would be easier?

Even though a very large majority of web surfers use IE, I would say Firefox since most of the more savvy netizens use it and that would include webmasters. I do know you can get Firefox plugin mods from their site that has some SEO tools on them already:

Internet Explorer: any language that can communicate with COM objects.

Firefox: any language that can communicate with XPCOM objects.
