What kind of titles should i allow for directory submissions and which ones should i reject? If I make the rules to say that titles must be the title of the website do people actually do it?

Title should be relevant to your directory and don't make it fake just use official name of your site, or matching with site keywords......

well I dont think it ill be case because if so then your directory wont get that much exposure that it deserve. You should accept only that titles which are properly written and not only stuffed with keywords.

I noticed some high quality directories require that the title for the link must be the title for the site. Such as if my site was bobsblog.com the title would be Bobs Blog. Instead of keywords like "webmaster blog" or something.

By this way you can avoid spamming. Otherwise there are many persons who are ready to spam any web directories. We always prefer to limit title length according to rules otherwise you can see some time that some one paste title like description to target all keywords by one submission :D

So title according to site name or according to keywords in about accurate length are much beneficial for both, website and for directories also.

    Thanks

Generally, I use the site name. If that name is something vague that doesn't tell you what the site is about like Bob's Blog, I change it to Bob's Blog on/about/-/etc. Webmastering or Bob's Webmastering Blog.

The most obvious titles that should be rejected are ones that do not have anything to do with the description.
Most titles can be edited to meet whatever standards you've imposed. For instance, "case", making sure upper/lower case are proper. For one it just looks neater. Try to shorten titles that have commas or utilize the description as the title.
Don't be afraid to edit a title or shorten it to make it more concise and clear. That is after all your job as the directory owner. You don't have to simply reject every submission that does not meet your criteria 100%

Good answer, remember the title is for the benefit of the visitor and must fulfill the directories requirements. Some people submit a title to be beneficial to themselves - remember it's YOUR directory and it will be judged on how well edited it is not by how many submitters you've pleased. I often change titles and rarely have complaints from submitters.

    Nice Q.

I think that is the depend on your back link strategy. if you want target the keyword only then you choose your most popular keyword with city, state or country.
or if you want business with that keywords then you choose multiple keyword title like what is cost of this this this and this services,

    cheers
