What kind of software programmer would be able to create these products

    I just downloaded some programs and I would like to hire a programmer to create a program that I have in mind, but I'm relly not sure what kind of programming is needed for it. I don't want to outsource someone and spend too much money unless I'm sure they're good at what I need.

    Also I don't want to share the idea of what kind of project I have in mind since it's unique, but it's not too far from the ones above.

    Most Windows programs are developed in C# and Visual Basic.
