It's a domain parking page which is used to hold the domain while you have your site setup.

I don't know if he is a fraudster, but this still smells like a dirty trick to make some $$$ from your clicks.

this is just anther domain that he stoled and parked, and still asks if someone in here will click on the ads for him

 

i hate them websites yes sometimes they are for when you have just paid for hosting and are yet to upload your website to the host .
but most of the time there are up to make people by the domain if it a good one and if a user clicks any of the links they make money. been seeing this a lot as i am making a new site and everyname i thought of was taking by a website like this i think they should be baned if it not use by a hosting company to say your website can not be upload or what ever. as every good name it like this so webmaster can not buy then.
