what kind of script is this?

    I know it is google search but it has the tags option e.t.c

    I think that is a very simple script. it includes "tags" as words in the google search.

    php with google API, maybe some asp with simple tags

    Which says it's running Apache and PHP. As mentioned above, they are most likely
    using Google's search API. As for those tags, I suspect those are recent query searches.
