I say don't swap links at all! Google does indeed penalize and Penguin is extremely harsh... not to mention, this is unethical... And very old-fashioned. I first noticed the negative effects of such linking schemes at around 2004-2005... I'd recommend you to put as much accent on social media as possible, but start obtaining links from related sites/categories first! This will be the hardest task... I think you should better buy 1-2-3 major directory links on high PR directory pages. But don't overbuy yourself with links! No, that's exactly what you should not do! Don't swap links - severely punished by Penguin and it's considered unethical nowadays... it only worked well until about 2004-2005... It's such an ancient trick and can get your site strongly punished.
