What is wrong with this link?

Hi,

Our users get a link when a new comment has been posted on their blog.
But one of them tells us that the link does not work, (that they are not taken to the right <a name='...' but they are taken to the right page).

What could be the problem with the links above?
What browser would it not work with?

Thanks, I agree, (and I will remove it), but why would it cause a problem?

And why would it work for 99% of my user?
What browser does not like it?
