In the best of my knowledge, a white paper is simply a detailed article/writeup about a particular topic that consists of accurate/tested data, graphs, among other details. It could be a guide, a comparison, or anything else that provides sensible information.
white paper mean white hat seo technique and white hat seo technique mean do not use seo software do manual submission and get natural ranking.
I have heard this first time and if it is related to SEO then I must want to know about it in details.
