W3C Stands for World Wide Web Consortium, w3c has some guidelines for HTML,XHTML,CSS so any one who use this language should follow the w3c guidelines. As far as useful in SEO. Last time I checked Googles front page is not w3c compliant, it has errors. Kinds of gives you an idea how much Google values it.

Validating Wc3 doesn't improve your SEO, and google doesn't use it as any kind of barometer for ranking (per Matt Cutts). What it does do, however, is make sure that your page is nice and clean, which may prevent any obscure issues from popping up while google is trying to crawl your page, so in that sense it indirectly improves your indexing, and as a result, your SEO. Just remember it's more of a "couldn't hurt," and don't expect passing validation to actually help you.
W3C validation is actually the process of checking and measuring if one of the specified languages (like HTML, CSS, XHTML) is abiding by the technial guidelines and if yes, by how much.
