Definitely a duplicate with the same name! (how silly is that!) you sure they're not owned by the same person?
Ironic thing is to prevent a duplicate account.. I know when I have an idea/name I register it at wordpress, and blogger, etc
I don't think so, that would not be a good way to get backlinks.. through an exact duplicate of the site you're trying to promote..
the original is famous all right! PR8 but then the dupilicate on is PR6, i thought google hates duplicate content! perhaps the owner created that themselves, some people like to have a blogger version of the blogs or sites!
