In webalizer stats, in the usage by country chart, most of it (green) is from "network". What does that mean?

that means these hits / visitors come from an ISP with a .net domain ...
hence it is NO country allocation possible
same for .com which all are shown as "US Commercial" in webalizer statistics which of course if FULLY wrong since many .com domains are allocated all over the world and many countries such as India, Banbladesh, etc prefer to have a .com domain name instead of a .in or .bd domain ..

hence in webalizer the first 3 entries in country resolution usually is .net, .com and Unresolved/Unknown countries ...
they can be from any where ..

My guess is that it resolves the ip address of the person browsing your web site into the full dns name then it uses the top level domain to make that chart.

Find your DNS name here https://www.grc.com/x/ne.dll?bh0bkyd2

e.g. if your DNS name is user123-456.myisp.net then webalizer might report it as "Network" or if it is user4322.myisp.com then it would be "US Commerical"

But then again I could be wrong :p

    Here's the Webalyzer take:

Countries are determined based on the top level domain of the requesting site. This is somewhat questionable however, as there is no longer strong enforcement of domains as there was in the past. A .COM domain may reside in the US, or somewhere else. An .IL domain may actually be in Isreal, however it may also be located in the US or elsewhere. The most common domains seen are .COM (US Commercial), .NET (Network), .ORG (Non-profit Organization) and .EDU (Educational). A large percentage may also be shown as Unresolved/Unknown, as a fairly large percentage of dialup and other customer access points do not resolve to a name and are left as an IP address.
