What is this guy trying to say?

    I'm an affiliate for Dish Network, a satellite TV provider. On oneof my sales pages, I left my email for any questions that people might have.

    This is the first message I got:

    "hello, as I can have an account of dishnetwork? I do not have I number of social insurance, I have a DVR without balance"

    What the heck is this guy asking?

    lol, I know... his Engrish is pretty bad. Even if I had an answer for him, I wonder if he would understand it.
