What is this guy trying to say?

I'm an affiliate for Dish Network, a satellite TV provider. On oneof my sales pages, I left my email for any questions that people might have.

This is the first message I got:

"hello, as I can have an account of dishnetwork? I do not have I number of social insurance, I have a DVR without balance"

What the heck is this guy asking?

It seems like he is interested to get dish network but doesn't have proper requirements.

 

Pity Google Translate doesn't have gibberish as an option..

 

lol, I know... his Engrish is pretty bad. Even if I had an answer for him, I wonder if he would understand it.

 

I think you might be better off asking this question on a forum that handles pych patience Just kidding but man I have no clue what he means.

Just ignore it or send a mail back saying "sorry, I can't understand what you are trying to say."
