What is this Google listing?

    Hello, this is probably a very dumb question to most of you and I am reading "Google's SEO Starter Guide" which shows the Paid AdWords section. I always thought the part I have hilighted in red was part of AdWords but now I am not sure anymore. How do you get rankings there?

    Can you buy your spot in that list or will google just put you in a certain spot? Like, How can I keep my name on "A" position at all time?
