    It's just google trying to get people to the content their looking for. If you have a high ranked site with a page that's high ranked they'll do stuff like that.

    its still part of their snippet update.. just like site links.. its just so happen that its on the description and not on the bottom of a snippet.

    This feature has been around a while, it is a link to an anchor position on a page, if you have an anchor point on your page and link build to it e.g example.com/example.php#anchorarea then google can index it.
