what is this charset and how to fix it ?

    what is this charset and how to fix it ?

    it appears this way in phpmyadmin but in the web site run normally

    phpmyadmin says it utf8_general_ci

    is there any way to make it appear normally in phpmyadmin or any other mysql manager ?
