what is this and where do I get one <meta name="generator" content="WordPress 2.3.1"

    It's the script used to generate the page. If you want wordpress go to wordpress.org. Tag is also used by HTML/Website editors like Dreamweaver and FrontPage. Just tells you who's responsible for the code.
