    the easy one is create a blogger blog with some free nice articles from article site then apply an adsense account :)

    I don't know about the content requirement.

    When I first applied, I basically just had one page up with very little content. Basic design with no links.

    I only submitted that one page because I didn't know any better. I applied before I came to DP.

    they don't reject application just because of low traffic.

    I'm pretty sure Google doesn't take traffic into account when you applied. I had absolutely no traffic (except for me looking at the page) when I applied. Still got approved.
