    I spent 70 dollars/year to buy a link on a pr5 site
    is that good?

In my limited experience I would say that link value is very subjective. It depends on many things, like:
Is the link from a related/relevant site?
Does the link actually bring visitors to you?
Is your own site's PR really a problem or does it have other issues (ie. content quality, etc.)?
Does the link provide you with more than $70/yr in revenue?

    Cheers.

    1. How many other sites will be on the link page (if you're buying the link for PR reasons only, you can stop here)
    2. and everything else Ragu said

I said it recently and I'll repeat it: personally, I'd never (not the way google is now, anyway) buy a text link based on PR unless I thought I would achieve a ROI from direct traffic alone.

one PR5 link, chances are, is not going to do much of anything for you.
