With ipv4 space getting scarser, providers want more justification for their address space. A dedicated IP address just for seo reasons is not acceptable for most providers neither it is for arin/ripe.
I've heard and read many sources that say that there is no penalty for hosting multiple sites on the same IP. But, their algorithm is so complex for ranking anything could be possible.
