Well HTML is still important because this is the back bone of website. asp, php, css etc. they are still need to incorporate with HTML.
Basic knowledge is enough, especially if you're not aiming at becoming a pro... You can use Joomla or Wordpress or other CMS system for creating pages, blogs... However, I still recommend you to learn some HTML - you will need it to insert codes, apply personalized touches to your blog...
