The head tag is very important because it will be listed as a link to your web site in the serp. Maybe you can achieve top ranking without the head tag by linkbuilding, but how are the visitors going to enter your site with no link to click in the serp? In addition its importent to write a good head tag motivating visitors to actually click and visit your web pages.
See <h1> is considered most important and <h6> least important by search engines. So place your keywords accordingly. Most important keyword in <h1> tag, less important keyword in <h2> tag , a little less important keyword in <h3> tag and so on. I think you've got that confused with the meta title <title> tag. The heading tags: <h1> <h2> etc. These are also taken into consideration as an on-page factor and are used in the body of your post. They hold a higher weight than regular text - they are headings after all. It is a good idea to reflect your main keyword within a heading once, but don't over do it. It has been said that because the <h1> tag is overused for keyword stuffing that Google pays more attention to <h2> and <h3> tags. You can make heading tags cause text to appear anyway you want to using CSS styles so they don't have to massive.

Header Tags are used to emphasize the importance of a certain text within a page. Therefore, if you use h1 tags (as the most important header tag) with keyword, it's like your telling to your site visitors and the SE spiders that there's something important in your site about "something" (w/c is the KW you used)
