If your link is not actually on the PR 7 page then you also don't get link juice equivalent to PR 7. If you get a link from a page that is part of a website that has PR 7, it depends on the number of levels and how many links the page is away from the index page. The cost of the text link on that page depends on this and other factors such as the location of the link on that page, number of outgoing links and other factors.
There is no fixed price and no one has the authority to fix price. If you want to offer it at $10 or $100, it's your call.

There's a lot things that go beyond being simply PR7. Is it a "dofollow"? Is it a redirect? Is the page of related content to your site/page? Is it keyword anchor text?
