What is the point of a link page? Although reciprocal links will raise THAT individual page - how does this then impact on the rest of the pages.

E.g. my page rank for article-gems index page is 3 but most other pages (articles) are zero - shouldn't the page rank include the whole site?

Page rank is defined on a page level.
The link page is linked from the homepage and allows us to add links to the site without affecting the most important page (homepage)

The page rank of Home page is the most important, as your inner page will also have back links then only your inner page will be get PR. You can place links of important inner pages on home page, to distribute the PR.

Actually reciprocal links may not even raise the value of that page. And, it doesn't always come off the most professional for your business. It's one thing if it helps the user to have a links page, but if it is merely for reciprocal links, I say ditch it.

Regarding PR of pages on your site and linking...If you link properly to other pages of your site, you can spread the PR, and incoming links tend to count as a vote for your domain, raising the value of all pages on your site.
