    What would you say is the one most effective way to raise page rank? There are so many ways, and I got to start somewhere. Which one is best and maybe I can master that first?

    Actually there aren't 'so many ways' - there's one way - it's what jim4767 and webdev08 have said in their different ways - good backlinks.

    As Jim4767 and webdev08 says Get some Links from High PR and Good Back link Sites. If u can able to get only 5 - 10 quality link u will see a Good PR but remember one thing don't do Over SEO.
