What is most important in setting up links for the site, and how best to set the link. Is it important to be keyword links, or just enough to place a website address. I also have another question about the links, is an important content of the site for a link or just a page rank matters....thank you!

There isn't one 'most important' quality to links. I'll outline a few of the more important factors

    1) Site Niche: You want your links on Sites that directly relate to your site as these links will be more valuable. For example, if you have a Blog about Baseball, you should focus your links on Sites that relate to the sport of baseball, getting links to your site from Finance, Education, etc. won't be as valuable as they have nothing to do with your Site.

    2) Site Quality: You'll want to get links on the more 'Authoritative' Site as they are more valued by the Search Engines. For example, a link from ESPN.com will be much more valuable than one from BaseBallFan.blogspot.com. This is obviously an extreme example, but when deciding on a Site for your links see how many other Outbound Links exist on the page, whether the Site uses Original Content, and how frequently the Site is updated.

    3) Link Anchor Text: The Anchor Text of your link is important and in my opinion is up near the top in terms of importance. Your Link Anchor Text should be whatever keyword you are trying to rank for. Using the above example, you should do keyword research to figure out which are getting the most searches and which have the most competition. Choose a Keyword that has high search volume and low competition, use that Keyword as your Anchor Text and you'll already be a step ahead.

To conclude, there are many factors when getting links for your site, don't pay too much attention to pagerank as it is just a small part as to how Google ranks your site. Put your energy into getting Better links than More links.

Yes, I have to agree. Taking the time to get better quality links will pay off. The only drawback is that sometimes, you may have to pay for the backlinks. But, 3 - 5 good backlinks from high quality sites will help your site tremendously.
