On Page optimization is one of the two kinds of optimization followed by SEOs. In on page optimization we make changes with coding part of web page that affects its ranking on SERP. It deals with design level changes along with specific tags that help the search engine spiders to read the page effectively and index them. There are some On Page Optimization methodology

    1. Title Optimization
    2. Meta Tags Optimization
    3. Keyword Optimization & Synonyms
    4. Link Optimization
    5. Image Optimization
    6. H1 tag optimization
7.site map install & verify track code installation etc.

And in other hand Off Page Optimization refers to web site optimization techniques and implementations that help web page search engine ranking and that are not implemented directly on the “page” or .html file. There are some Off Page Optimization methodology

    1.Article Submission
    2.Directory Submission
    3.Blog Commenting
    4.Press Releases
    5.Link Building
    6.Social Bookmarking
    7.PPC Management etc.

Yes it is strongly recommended for your blog site. Basically Seo consists of two factors one is On-page optimization and the other one is Off-page optimization used for the best possible optimization of the website on main search engines like Google, Yahoo and Bing.com. On-page optimization consists of the following factors like internal linking, URLs structures, alt tags, header tags, keywords mapping while the off-page optimization covers the following activities like directories submissions, article submissions, blogs postings, social bookmarking, forums postings and blog commenting as well.

best way to learn about SEO, if you want to make it yourself for your website, buy a good book about SEO and start to apply the advices. if you are not very skilled in programming there are tasks you won't be able to fulfill. this is the bad news. to get big results for your website you'll need some professional SEO done

    myautoagent and theseomonk are correct.

The biggest point to make however, is that you need to get your on-page done before embarking on any 'off-page' as they're inextricably linked. If you don't build a solid foundation, you won't see the benefits that you could, from your 'off-page.'

On-Site optimization refers to attributes which exist within the code (HTML, PHP, etc) and file structure (Image docs, Text docs, Sub-Domains) of your website. Off-Site optimization on the other hand refers to both the links coming into your website (backlinks) and the attributes of the websites sending you those links.
