    A quality back link would be relevant anchor text, do-follow link, relevant linking page and good PR. Its finding these links which can be difficult.

    Backlnks from authority sites
    Backlinks from high PR pages
    Backlinks from related sites

    Just to give an example. Reuters give backlinks to a few blogs. That is quality backlink.
