    As per Google guidelines, they should be 100 on a page (maximum)

    Does that counts the inter linking pages as well or this is outgoing links only.

    I would say as much as you can, though not some profile links, but quality and related links. If your page is of good quality, having thousands backlinks from related niche blogs pointing to that page will definitely benefit and you won't get penalized by google webmasters.

    I agree with trade_globus. 100 links per page is recommended by Google.
