i found it, the icann time is GMT+4 .
but one more question please guys,
if a domain will expire on 05-September-2009, then it will expire at the start of the 05 day ? or it will expire at the end of the 05 day and at the start of 06 day ??

I think it depend on the time you regester the domain
so it may expire at 06:07 pm for example , I mean not always 12:00 am
But I dont't Know which time zone is used I think it is somewhere
in USA !! , maybe the regestrar time like Godaddy or ICANN time

Are you sore that Icann uses GMT+4 ?
