I think first step of SEO should be ON-Page optimization, because it helps a lot to OFF-Page optimization. So we should mainly concentrate on ON-Page optimization and for OFF-Page optimization we should start with directory submissions, blog comment, forum replies and lastly we should do article marketing.

Interesting to hear people say that the first step in SEO is directory submission. When you say "directory submission" it can mean different things today. Such as mass submission to many of the free to submit link directories or manual hand submission to the top free or paid link directories. Just for clarification, which do you mean specifically and what do you think of both? As far as I was aware, I though Google frowned on mass over optimization like this but I was also aware that G likes human edited sites like Social Networking sites, social bookmarking sites etc. I guess G considers link directories to be human edited as well and has not devalued those types of backlinks then? My advice, for a new site today. Start building your social side immediately! Outreach to others as much as possible using Facebook, Twitter, Pinterest, LinkedIn etc etc. Don't get left behind building links to the typical places because it seems its all about your social presence as well today. For me the first steps are - keyword research - onpage - get some edu and gov (trusted links) .. after this I would start the other steps
first you need to choose the low competitive keywords then use fresh content on your blog, don't use the copy content in your post. then move to the off page optimization.
