Comment on forum threads and blog posts related to your niche, buy solo ads in ezines from your niche.
PPC is the only way of getting targetted traffic instantly, the rest of the methods are slow paced and most free methods would do very little to help.
Digg.com, Stumbleupon are QUICK ways to get traffic. The traffic sucks, so don't expect conversion...naturally traffic exchanges get quick traffic to, but it stinks as well.
Having a huge mailing list or networking with other people that have one. If you have a content filled website and something to offer, people will be happy to send you traffic. If your website looks like junk and contains a bunch of spammy uninterested content, you are right, PPC is pretty much the only way.

You could possibly buy advertising space of other websites or, you could also use social networking sites like Digg, StumbleUpon, Etc..to get quick traffic. There are other ways obviously, but these are the most common ones.
You could still try with Yahoo answers. i am still getting some decent traffic from them, although i haven't submit any answer for months.
If you're asking what is the fastest way aside from PPC then it is definitely advertising. Buying ads on relevant blogs and websites, or text link ads. If you're asking about free methods then that is going to take distribution of content that links back to your website. That could be blogs, articles, guest authoring on other people's blogs, and the creation of hubpages.
