You can try to get backlinks from high PR websites , it may help you get indexed faster and give you some PR juice.
Im not sure about fastest - but for me its articles, blogposts being index real quick because of unique content & then its posting on blogs and forums
According to me if you want to index your web page, you should submit your website page into most updating websites.
Submit your website to facebook, twitter, google buzz and some other fast updating site. you will get fastest indexing.

Try bookmarking, i have seen really fast results with only one bookmark digg. Also valuation sites can often work quite well there was a site i used to use, basically it would submit your url to 3000 valuation sites giving you a lot of temporary backlinks.
If you're talking about getting individual pages on your own website indexed, here's what I do: whenever I add a new page, I put a link to that new page from my PR4 home page. And I keep the link there until the new page is indexed. That works for me.
