"Offpage" optimization is everything that isn't on-page optimization, with on-page being title's, meta's, etc.. I still don't understand the question though.
Off page optimization is a tedious job which needs to be done on a regular basis and one should have the real patience to see the results. Main two factors, which effects offpage optimization, are 1. The number of backlinks your site have. 2. The quality of the sites linking back
There are positive factors and negative factors also affect off page seo. Some of positive factor affects are Keyword Focused Anchor Text from External Links, External Link Popularity, Diversity of Link Sources, Keyword Use Anywhere in the Title Tag, Domain Based Link Distance. While some negative factors affects are Cloaking with Malicious/Manipulative Intent, Cloaking by User Agent, Frequent Server Downtime & Site and many more.Inaccessibility
You just need backlinks with the keyword in the anchor text. Have it from different domains and different C-group IP's, in a variety of links (i.e. blog comments, forum comments, blogrolls, articles, footer links, content links, etc.), preferably from high PR sites.
