    Submit you site to top directories ( I mean PR 2-9 only) using this software GSA Auto SoftSubmit
    Submit article to web 2.0 (squidoo, hubpage, zimbio...), top article directory, video site such as youtube
    Use one of the top blog network Build My Rank and hire people to write your content at Vworker
    write some great article and post your quest post to the to blog and sites.

    Focus on quality content and quality backlinks.... If your website i good for users, you will get good conversion and ROI. And gradually your PR will improve.

    PR is not an important factor for your site, so do not bother for it as long as you have good conversions.

    All google suggestions. But remember that page rank is not the be all and end all, it is just a number. You really should put your efforts into getting better SERPs which will drive traffic and PR will follow.

    I found that using web2.0 properties by publishing content on them and having a link back to your website is very effective. Also some paid blog networks should work ok.

    3 months? They don't update every 3 months any more, and when they do they use months-old data. I think a year+ is more realistic, and there's a good chance you might not see anything at all.

    Easiest way is getting backlinks from authority sites, possibly a link exchange if you can get the admin of the site a good reason to link to you
