How much is your budget? If within $50 then i would recommend you start webhosting. Buy reseller plan for $50/year than sell shared hosting cost $5/month so you'll earn back quickly.

I would flip websites. Cheap to get started and offers predictable returns. Its much quicker than blogging
Any kind of service business is usually inexpensive to start. What are your skills? can you write or do web design? If you can offer your services it will be a low startup cost and quicker money. Another idea that I've heard others having success with ( but I have never tried on my own) is being the middleman for buyers and sellers on craigslist. I suggest brainstorming about your skills , sometimes it's easy to overlook something that is right in front of you, but you most definitely have skills that you can turn into a service business.
Most internet businesses are really inexpensive to setup (certainly far less expensive than a brick and mortar business). Your best bet is to focus on digital goods so you don't have to deal with inventory.

You don't even need to buy a domain to setup an affiliate marketing campaign. I started making good money off free subdomains in which I later switched to regular domains since you could flip the regular domains!
I'd say start a blogger blog about something and put adsense on it. I don't think it gets any cheaper then that. Rinse and Repeat.
