Web application is hosted on a single machine for example in the US. But this makes the service too slow for Germans. When SaaS comes into play, then you have many such machines hosting the same software, where each machine is located in it's unique country and they are all accessible via single web address. Based on the user location SaaS would pick up the closest machine to serve clients. This is the main difference between Web application and SaaS application.
