What is the difference between Robots.txt and Meta Robots ?

I heard Robots.txt and meta robots tag. Please tell me what is different between robots.txt and meta robots tag?

The difference between robot.txt and robots meta tags is..

robots.txt is at site/folder level while the robots meta directives are at page level.

robots.txt are text files which are user to restrict bot’s access.
Where as meta robots are tags...
