It does look that way. On-page opto = optimizing your content and elements on your website Off-page = link building and any SEO done that is not on your actual website
On-page optimization: What you have done to make this page relevant to what is the difference between on page and off page optimization. (by inclusding relevant content in the page itself) Off-page optimization: If your link works, it is an off-page optimization to that target URL
The inetrnet is too big for just on site optimisation now. Any decent web designer will optimise your site for meta tags, word density etc, etc. What makes the differnce in todays seo is the quantity and quality of the off site optimisation, or in short, the quantity and quality of links to your site. But of course, you already knew that.

are you trying to promote your own site with html commands ? heheheh on page : page editing, meta tags.... etc, offpage: link building(exchange links, directory submissions... etc...
On-page is optimizing the content of your site with targeted keywords. While off-page is all about building links by using keywords as anchor text of a link.
