GA and GTM are 2 completely different things.
GA is a web analytics tool.
GTM is a code management system.

Basically instead of adding multiple tracking codes & snippets (like FB pixel, GA, CrazyEgg, Doubleclick, AdRoll, Adobe Analytics, Clicky, etc.), you add just 1 code on your website. Your Google Tag Manager snippet.

Before that your will create a container on GTM. And in this container you add all your tracking codes.

Google Tag Manager is the best as it includes google analytics too. With a single GTM account, you can integrate google analytics, AdWords, etc

Google Analytics is a service for tracking your website's traffic. You can add the tracking code to your site utilizing one of the three available methods, including Google Tag Manager.

Google Tag Manager is a service that enables you to add multiple tracking tags/pixels to your website for various services (for example for Google Analytics, AdRoll, Crazy Egg, FoxMetrics, Hotjar, etc.), without having to add a separate tracking code for every one of those services. You just add a universal tag to your site provided by Google Tag Manager, and you configure what services you want to include from your Google Tag Manager account.

Google Tag Manager is a free tool that makes it easy for marketers to add and update website tags including conversion tracking, site analytics, remarketing, and more—with just a few clicks, and without needing to edit your website code.

A tag is a piece of code that sends information to a third party, such as Google Analytics. Tags are often provided by analytics, marketing, and support providers to help you integrate their products into your website or mobile app.

Well, GTM and Google Analytics. A lot of people let it same. But huge differences between both of them. First, Google tag manager basically use to add all tracking codes at one place. So, It is easy to define. Another side, Google analytics has its own features. Which used to know about website performance (Stats) and more.
