I would like to know how or what this is called. Is it a brush or is there a tutorial that will teach me how to do this.

It is the swoops or curve lines in the background

Probably the pen tool to create selections, then just fills, gradients and opacity.

Use the gradient tool for the back ground and make a selection for the curve lines and fill using black and either drop the opacity or set the blending option to overlay and drop the opacity, that should get the desired effect i believe.

Would you better be able to explain it if you saw the layers?

Is what this one look like. Any ideas on the steps that were taken to achieve it?

Masking and Gradient might answer that.

Make the shape from pen tool, which type of shape you want to create and then press control+enter or if using mac then command+enter, take a new layer fill the gradient related to background color. and then decrease the opacity of the background... Create many layers as much as you want to create..... Depends on the look you want
