    Google Panda update are designed to target pages that aren’t necessarily spam but do not contain good content.

    Google Penguin update are designed to decrease rankings for sites that are violating Google’s guidelines, which include typical black hat SEO tactics like keyword stuffing.

    Google panda update is made to analyze the sites rank, site popularity and stop spamming.
    Google penguin update is specially designed to stop spamming as over optimization and keyword stuffing . Penguin degrade the site if found spamming done by user.

    yes true, but they both product of spammers.. as we all know before we started out SEO Campaign it stated in google guidelines the quality of links and quality of contents.
